博士論文Naoki Sekiguchi, Catch-Up of the Steel Industry in Non-OECD Countries in the 21st Century: Developments in Steel Trade and the Role of Technology（21世紀における非OECD諸国鉄鋼業のキャッチアップ：鉄鋼貿易の発展と技術の役割）の公開によせて

 　3月に博士（経済学）の学位を取得して後期課程を修了したゼミ生，関口直樹さんの博士論文が東北大学機関リポジトリTOURで公表されました。この博士論文は，関口さんがこれまでMineral Economics誌で発表された3本の論文をもとにしていますが，一つの博士論文としてまとめるにあたり，大幅に改稿したものです。

　本論文は，１）研究者や実務家によって直観的には予想されていながら十分証明されていなかった，キャッチアップにおける高炉・転炉法の役割について，非OECD諸国を包括するデータによって裏付けました。また２）21世紀前半の非OECD主要製鉄国を対象として分析することにより，発展途上国・新興国鉄鋼業のキャッチアップが，長い紆余曲折を経て進むものであり，また不均等に進むものであることを明らかにしました。従来，新興国鉄鋼業の発展モデルとしては，韓国や台湾のように，最新技術の導入によって急速に発展するパターンが中心に据えられがちでした。しかし本論文は，21世紀前半の非OECD主要製鉄国からは別の経路が見えてくることを示したのです。
